If Bella said that she was sorry to Edward at what she saw, then it should be Carlisle, but it could possibly be Angela. I am thinking if it was Angela that Bella would have been more upset, but you know what they say about making assumptions.
Now, I have no idea who could have shot the gun, or if anyone was shot at.
